Tolga, a Rodian criminal, functioned as an enforcer for a crime lord. His attempt to seize the smuggler Blaine Hansom was unsuccessful due to Platt Okeefe's intervention. He later sought retribution against Okeefe by partnering with the bounty hunter Boddu Bocck. However, a young boy named Darrik interfered by shooting at him, once again preventing his success.

Initially, Tolga, a green Rodian, served as an enforcer for a crime boss. In this role, he attempted to locate the smuggler Blaine Hansom. He discovered Hansom hiding from the local Imperial forces in a cantina. He would have captured him if Platt Okeefe and Tru'eb Cholakk had not intervened. The pair felt sorry for the inexperienced smuggler and compelled Tolga to release Hansom.
Following the demise of his employer, Tolga was hired as an apprentice by the bounty hunter Boddu Bocck. While his skills were inferior to those of Bocck and his associate Beylyssa, Tolga contributed additional firepower to the professional duo.
In 0 ABY, Tolga was present on Cloud City when Major Birket of the Imperial Security Bureau sought out Bocck. He insulted the major, who quickly raised his walking stick to the Rodian's throat, revealing a small blade at the end. The major contracted the bounty hunters to capture Platt Okeefe and Tru'eb Cholakk and to rescue the boy Darrik, who was traveling with Okeefe. Because Okeefe and the boy were already heading to Bespin, Bocck tasked Tolga and Beylyssa with capturing them, while he went to Tatooine to capture the Twi'lek.
Upon arriving on Bespin, Okeefe exited her ship, and Tolga followed her. He observed her meeting with her supplier, Mussat Nasrabi, at his casino, The Floating Fish. Okeefe then went to the lower levels of the city to acquire her shipment of tibanna gas. As she attempted to pick a lock, Tolga approached her from behind and prepared to shoot her with his blaster. However, Darrik shot him, alerting Okeefe to his presence, and thwarting his plan. Together, they both escaped Bespin.
Tolga wore a blast vest adorned with various insignia. As a bounty hunter, he carried a heavy blaster pistol, but his skills were lacking. Major Birket considered him a low-level enforcer whose abilities were less developed than those of his occasional partners, Bocck and Beylyssa. He spoke with a nasally tone.
Tolga's first appearance was in Star Wars: The Roleplaying Game, Second Edition, Revised and Expanded, in a short adventure that allows the reader to choose their own path, as a means to introduce the reader to role-playing. He later reappeared in Imperial Double-Cross, a full-length adventure where the reader plays as Darrik, and where the reader can choose their own path. Consequently, a canonical sequence of events has not been established, however, both Tolga and Beylyssa must be defeated (in a number of possible ways) for the adventure to proceed. In some outcomes, Tolga can die.
