O-Vieve, also referred to as Vieve, was a Human female who served as one of the Benevolent Guides during the era when Kegan was under an isolationist policy. She frequently experienced premonitions about the impending Galactic Empire's invasion of Kegan, which ultimately led her to V-Tan, who also had prophetic dreams. Upon their meeting, they discovered that their visions and dreams were in alignment. These visions and dreams depicted Masked Soldiers launching an invasion of the planet. They also foresaw their own destruction via a devastating explosive device capable of annihilating an entire planet. In response, the pair established a system of isolationism in an effort to prevent the invasion, but the Keganites eventually turned against their leaders when they discovered the brainwashing of children at the Re-Learning Circle.
V-Tan and O-Vieve instituted an isolationist regime marked by stringent control over the population. Functionally, they acted as dictators on Kegan, a planet ostensibly governed by democratic principles, by manipulating the voting process. Additionally, autohoppers, which were automatically controlled skyhoppers, were deployed to surveil the populace, their activities, and their conversations. To reinforce this isolationist approach, the pair developed a curriculum known as The Learning around 59 BBY. This philosophical framework emphasized the importance of sacrificing personal desires to contribute to the General Good. To implement this, a school called the Learning Circle was established outside the city, catering to children aged four to sixteen. Furthermore, a clandestine Re-Learning Circle was created within the Learning Circle to indoctrinate individuals who were deemed undisciplined or physically unfit to contribute to society, ensuring their adherence to V-Tan and O-Vieve's ideology. While Keganites under O-Vieve's governance experienced a largely tranquil existence with their basic needs fulfilled, the isolationist policies prevented them from accessing advancements in medicine, technology, and other fields available throughout the galaxy.
The two leaders resided in the Central Dwelling, a component of the Gathering Circle situated at the heart of Kegan's city center.
Following the arrival of Qui-Gon Jinn, Obi-Wan Kenobi, Adi Gallia, and Siri Tachi on the planet to determine whether a baby born there possessed Force-sensitive abilities, V-Tan and O-Vieve orchestrated the child's abduction and subsequent placement in the Re-Learning Circle. The Masters, in their search for the Force-sensitive O-Lana and their Padawans, who had also been seized by a Truant Guide, disrupted the network of skyhoppers used to monitor the population and successfully rescued their Padawans from the secure facility. After their escape, they exposed V-Tan and O-Vieve's authoritarian methods, leading to the two rulers being ousted from their positions as the "Benevolent Guides" of Kegan through a vote of no confidence. The Force-sensitive child, the only daughter of V-Nen and O-Melie, was taken by the Jedi team to Coruscant for training at the Jedi Temple in the ways of the Force.
