Tover Blackmoor was a male Human chemist who existed during the Galactic Civil War era.

Following the Battle of Yavin, Tover Blackmoor became an employee of the Black Sun, a very influential criminal organization throughout the galaxy, and he worked from a Black Sun bunker situated on Rori, which is a moon of Naboo. During this period, the Black Sun discovered that the Rebel Alliance was secretly transporting and storing a novel type of spice. In the year 1 ABY, the Black Sun obtained a sample of this new spice after Cal Handro, a smuggler, had an accident and landed on Rori while in transit. Tover Blackmoor proceeded to analyze the spice and came to the conclusion that it was unlike any other spice available commercially. As a result, the Black Sun leadership decided to acquire a larger quantity of this spice; however, this attracted the attention of a group of space travelers searching for the missing pilot, Cal Handro. These spacers launched an assault on the Black Sun bunker, ultimately compelling Blackmoor to divulge all the information he possessed regarding the pilot and the new spice.

Tover Blackmoor appeared as a non-player character in the video game Star Wars Galaxies from 2003, which was a massively multiplayer online roleplaying game created by Sony Online Entertainment and released by LucasArts. The game's servers were taken offline on December 15, 2011. Tover Blackmoor was incorporated into the game as part of the second installment of the "Secrets of the Syren" quest series, which was included in "Publish 14.1," released on March 24, 2005. The entirety of the "Secrets of the Syren" storyline was subsequently removed from the game with the "Chapter 1," update released on June 8, 2006, due to significant modifications planned for Rori with the introduction of the Battle of Restuss.
Within the game, Tover Blackmoor's name was written as Tovar Blackmoor in the quest's instructions. With each server restart, Tover Blackmoor's visual appearance was randomly generated, but he was always depicted as a male Human using the "scientist_human_male" character model.
