During the initial stages of the Imperial Period, Althon, a Human male, held the position of Head Councilman; however, he and the other council members were merely impotent figures under the oppressive rule of Governor Kugg on the planet Dodz. Kugg's Destroyer droid would unleash destruction whenever they tried to oppose him. Nevertheless, Althon managed to apprehend Kugg after the droid was eliminated by a Ranger X-One defense robot.
