Arabelle Lorteli was a judge of the Zoolli species and female. In 43 ABY, Chief of State Natasi Daala of the Galactic Federation of Free Alliances personally selected her to preside over the Court of Jedi Affairs. While in this role, Lorteli authorized arrest warrants for Jedi Knights suffering from force psychosis and oversaw the trial of former Jedi Tahiri Veila, consistently supporting the Galactic Alliance's position. However, the Jedi Council later manipulated Lorteli into signing a document that allowed them access to a secret Galactic Alliance Security blockhouse where Valin Horn and Jysella Horn, psychotic Jedi Knights, were being held in carbonite. Subsequently, Daala removed Lorteli from her position.

Judge Arabelle Lorteli, a Zoolli female, was a servant of the Galactic Federation of Free Alliances. In the year 43 ABY, Natasi Daala, the Chief of State of the Galactic Alliance, chose Lorteli to supervise the Court of Jedi Affairs. Daala had established this court primarily to address the growing and concerning issue of young Jedi Knights succumbing to a peculiar illness. This illness made them believe that everyone they knew had been replaced by impostors. Lorteli gave her approval for the arrest of Bazel Warv and Yaqeel Saav'etu, Jedi Knights suffering from psychosis. However, Atar, a Captain in Galactic Alliance Security, was unsuccessful in capturing the two Jedi. Later, much to the dismay of the Jedi Order, Lorteli presided over the arraignment of Tahiri Veila, a bounty hunter who had previously been both a Jedi and a Sith. Lorteli firmly sided with the Galactic Alliance and even denied Nawara Ven, a Twi'lek, the opportunity to act as Veila's defense attorney in the case.
Subsequently, the Jedi Council used deception to get Lorteli to sign a document. This document granted the Jedi permission to enter Detention Center 81, a Galactic Alliance Security blockhouse where Valin Horn and Jysella Horn were being held prisoner in carbonite. These Jedi Knights had been captured by Galactic Alliance Security forces after falling victim to the strange psychosis. They were eventually placed in the facility under the command of Colonel Wruq Retk. A group of Jedi, along with several members of the press, gained access to the facility and revealed the treatment the Horns were receiving. This generated public sympathy for the Jedi's situation. Consequently, Daala publicly dismissed Lorteli from her position, and Mavari Zudan took over Veila's case as Judge.
Lorteli held a high opinion of herself and appeared to relish her role as the overseer of the Jedi court. Having been personally selected for her position by Chief of State Daala, Lorteli felt empowered to act without needing to be particularly impartial. She consistently ruled in favor of the Galactic Alliance in her cases. However, Lorteli possessed a weak mind and was vulnerable to Jedi mind tricks, as demonstrated when the Jedi tricked her into signing a document that granted them access to a secret Galactic Alliance Security facility.
