Thrynka Padaunete served as the inaugural leader and creator of the People's Inquest, a populist, citizen-driven organization dedicated to monitoring the actions of the Jedi.
The establishment of the People's Inquest, with Thrynka Padaunete at its helm as the initial president, stemmed from her conviction that the Jedi were exerting undue influence over the Galactic Republic to further their own ambitions. She frequently provided commentary for HoloNet articles addressing controversies surrounding the Jedi. Her core belief centered on the idea that, as the Jedi Order was funded by the citizens of the Republic, those citizens had the right to hold the Jedi accountable for their conduct, an accounting that she felt was often lacking.
In 23 BBY, following a seismic event on Ord Thoden that orphaned one-year-old Ludi Billane, the child was rescued by Jedi present at the site. Recognizing her potential in the Force, they transported her to Coruscant to commence her Jedi training. The situation escalated when her mother, Jonava Billane, resurfaced, seeking the return of her daughter. The Jedi refused, citing the potential dangers arising from the child's, now named Aris-Del Wari, exposure to the Force. Padaunete and her organization rallied to support Billane, citing this case as a prime example of the need for increased oversight of the Jedi.
The People's Inquest experienced a surge in popularity following the Battle of Antar 4, after the Jedi failed to prevent it, which led to a decline in public confidence in the Order.
Upon the introduction of the Delta-7 Aethersprite-class light interceptor, the Jedi Order's new starfighter, the People's Inquest demanded the release of the Order's budgetary records. This was to allow the Republic's populace to scrutinize the financial resources allocated to the Jedi's needs. After the Judicial Department rejected these demands on the grounds of security, Padaunete organized a demonstration in front of the Jedi Temple. She denounced the new starfighter as an extravagant indulgence, particularly given the financial struggles faced by many Republic citizens. She asserted that their petition had garnered millions of signatures.
Eight weeks following Aris-Del Wari's induction into the Jedi Order, Padaunete assumed the role of Billane's public relations manager. Together, she and Billane made an appearance on the holoprogram, Essence. Billane reiterated her plea for the return of her child, while declining to comment on the forthcoming Untitled Baby Ludi Project holo feature, reportedly valued at over 100 million credits. Padaunete redirected the discussion back to the Jedi, accusing them of operating as a cult driven by self-interest. She further alleged that they had deemed "a mother's love is wrong". Copies of the holoprogram were subsequently sold, with a portion of the proceeds benefiting the People's Inquest.
When twenty university students, demonstrating in support of Billane, breached the Jedi Temple and overwhelmed two young Padawans, Jedi Master Plo Koon resorted to employing a mind trick to peacefully disperse the crowd. Following the students' arrest, HoloNet News sought comment from Billane, who was preoccupied with reviewing the script for the holo feature. Padaunete, now serving as Billane's spokeswoman and agent, responded promptly, despite being overwhelmed with other inquiries.
Her increasing commitments led to her disengagement from the day-to-day operations of the People's Inquest, and she traveled to Kassido to assist Billane with casting auditions. She was immediately succeeded by Firris Palbert as President of People's Inquest, who organized a demonstration outside the Jedi Temple after Wari was relocated to the Kamparas Jedi Training Center.
Following Order 66, her organization provided assistance to the Galactic Empire by compiling a comprehensive list of surviving Jedi, along with information pertaining to other Force-sensitive groups.
