Tho Voota, a nitakka from Yevetha, held a position during the Black Fleet Crisis. He functioned as the spawnworld's defense authority, directly reporting to the viceroy in charge of safeguarding the planet N'zoth.
Following the execution of Kol Attan, his predecessor, Tho Voota assumed his role and operated from the bridge of the flagship Pride of Yevetha. This created friction with Dar Bille, the viceroy's second-in-command and the flagship's primate. Despite sharing the vessel's bridge, a clear hierarchy was absent, resulting in situations where their directives openly clashed due to their rivalry.
During the Battle of N'zoth, Tho Voota initially preferred maintaining a defensive orbit with the flagship. However, Nil Spaar, the Viceroy, sided with Dar Bille, ordering an advance to engage the New Republic Fifth Fleet. Subsequently, when Dar Bille instructed the Splendor of Yevetha to move ahead of the flagship, Tho Voota countered by ordering both ships to maintain a slow pace, allowing the rest of the fleet to coalesce around them.
Shortly thereafter, Imperial prisoners aboard the Pride of Yevetha, led by Major Sil Sorannan, launched a takeover of the ship. It is believed that Tho Voota was either killed or captured during this event.
Tho Voota makes a brief appearance in Tyrant's Test, which is the final novel in the Black Fleet trilogy.
Interestingly, The Complete Star Wars Encyclopedia asserts that "he commanded the Interdictor cruiser Splendor of Yevetha". This statement may stem from a distorted reference to his orders given to the Splendor within the novel. However, it could also imply that he previously held the position of commanding officer aboard the Splendor before his promotion to a higher rank.
