The Shadow Syndicate, an addition to the Star Wars Galaxies Trading Card Game, marks the fourth expansion and was made available on September 22, 2009. This expansion enriches the game with over 200 fresh, playable cards and more than 20 new loot cards, pushing the game's total card count beyond 1,400. Among the new loot cards are the Air-2 racing swoop and the option to combine several loot items to construct the AT-AT house. Playable cards now include vehicle units with the following capabilities:
- Providing extra movement speed to get units into battle faster
- Moving several units simultaneously
- Moving units from one quest to another, either to rescue units in danger or to strengthen others
- Being played during combat to bolster defending units
Furthermore, this expansion introduces a new type of card: Expertise Trait Cards. Unit cards possessing the Expertise trait, like the Leia Organa card, see their combat stats improve gradually, granting players access to additional advantages as they reach specific stat milestones.
The narrative aspect of this expansion, presented via scenarios, casts players as participants in both an illegal Rebel swoop-racing enterprise headed by Dash Rendar, and the nefarious Prince Xizor as he schemes to pilfer Rebel spoils for his personal gain. Due to the increased pressure from the Empire on trade lanes, the Rebels are masking their transport of critical military vehicles by using swoop races. The Emperor, wishing to uncover the Rebel's strategy, has charged the Falleen Prince Xizor with exposing the Rebel's operations. Acting on information provided by his Black Sun operatives, Xizor zeroes in on the team of star driver Kimmi Chyler, who has enlisted the services of renowned Corellian freelance smuggler Dash Rendar for transportation. Realizing their cover is blown, Dash and Kimmi embark on a daring escape to deliver the new vehicles to the Rebels before Xizor and his Black Sun forces can intercept the shipment for themselves.
