DeathWatch-SWBC20 Here are members of Death Watch, a Mandalorian traditionalist terrorist cell. A terrorist was defined as someone who participated in terrorism, which is the practice of using violent acts to intimidate or force compliance, typically to further a political objective. The Mandalorian Death Watch was one such terrorist group. The Onderon rebels, the Free Ryloth Movement, the Partisans, the Rebel Alliance, and the Galactic Empire are examples of groups that were at times regarded as terrorist organizations. While the Empire governed through fear, exemplified by the Death Star superweapons of terror, the Rebel Alliance, under the guidance of Mon Mothma, engaged in armed resistance against the Empire while upholding the rule of law and striving to establish a democratic system of government.

History

Saw Gerrera was accused of being a terrorist in his many years as a resistance fighter.

During the Onderonian Civil War, which took place during the Clone Wars period, the Separatist-supported government of Onderon labeled the Onderon rebels as terrorists. Saw Gerrera, a key figure in the rebellion, maintained that he was a patriot and that resisting oppression did not constitute terrorism. The Galactic Republic's leadership accused the Jedi Order of treason and terrorism at the war's conclusion to solidify Palpatine's rise as dictator. During the Imperial Era, Senator Daho Sejan asserted in a recorded address that "terrorists" were concealing themselves within the general populace. Sejan argued in his speech that these hidden enemies were hindering the average person from attaining the prosperity that Imperial propaganda portrayed as commonplace, as the Empire was not as prosperous as it claimed.

As Gerrera led a rebel cell against the Galactic Empire over time, Saw's methods became increasingly radical. Idryssa Barruck once suggested that attacking Imperial parades attended by senators would be interpreted as condoning terrorism, to which Saw responded that he believed they should proceed with such attacks. Years afterward, Gerrera's tactics were still characterized by some as terrorism. Furthermore, many members of the Galactic Empire regarded all members of the Alliance to Restore the Republic as terrorists. In the final stages of the Galactic Civil War, numerous Imperials viewed the emerging New Republic as either composed of or supportive of terrorists.

Saw Gerrera's Partisans disguised themselves as civilians to ambush Imperial convoys, even if it endangered the actual civilians around them. One of several acts which caused the Partisans to be labeled as terrorists.

To counteract the Empire's accusations that her rebels were anarchists and terrorists aiming to destroy the galaxy, rebel leader and former senator Mon Mothma drafted the Declaration of Rebellion, drawing upon legal language. The declaration acknowledged the necessity of a "Galactic Government" with authority over all beings, who would be required to relinquish "certain rights and freedoms" to ensure harmony among everyone. This "power and right to rule" originated from "the consent of the governed," and "free beings" possessed the "unalienable right" and "duty" to alter a government with a consistent history of "willfully and malignantly" infringing upon their rights. The Alliance also formally issued a Resolution of Censure Condemning Saw Gerrera of the Partisans due to Gerrera's acts of terrorism.

While Ciena Ree and Thane Kyrell were cadets and later lieutenants in the Imperial Navy, they considered the Rebel Alliance a terrorist organization, based on official Imperial propaganda. Thane later deserted his position after the destruction of Alderaan and witnessing the Empire enslaving entire populations of planets for minor acts of defiance, such as tax and trade disputes. Months later, Kyrell joined the Rebel Alliance after Wedge Antilles convinced him that the Alliance genuinely cared about people and planets. Sometime after the battle of Hoth, Kyrell visited his homeworld of Jelucan to defend the honor of Ciena's mother, Verine, and consequently the Ree family. Ciena confronted Thane about his allegiance to the Rebellion, questioning how he could align himself with "terrorists." Kyrell responded that if anyone deserved the title of terrorist, it was Emperor Palpatine, as he openly ruled through fear and the threat of planetary annihilation.

Tactics

Many groups labeled as terrorist organizations employed guerrilla warfare strategies, where small units confronted significantly larger forces using sabotage, ambushes, and other methods to inflict substantial damage. Groups that utilized guerrilla tactics and were deemed terrorists included the Onderon Rebels from the Clone Wars era, the Partisans, and the Rebel Alliance.
