This entity was created to serve as a "democratic" option in contrast to the hereditary monarchy that Emperor Shey Tapani had previously established. The Federation was conceptualized to incorporate a wider range of the sector's inhabitants. However, the Tapani Federation functioned primarily as a mechanism for the Noble Houses to exert influence over the sector's administration, while the Freeworlds remained excluded from meaningful participation in governance.
The Great Council oversaw the operations of the Tapani Federation. A Prime Minister, selected by the Great Council, handled the routine administrative tasks.
