In the year 37 ABY, the Sector Defense Limits were enacted by the Galactic Federation of Free Alliances, placing constraints on the size and power of military forces. The Alliance leveraged the credits and military assets from its constituent worlds to safeguard its extensive territories and reconstruct the ravaged galactic capital of Coruscant, all while simultaneously imposing limitations on the ability of those same worlds to negotiate trade deals and protect their own interests. Influential economic powers, like Corellia, lobbied the Galactic Alliance Senate to reduce the power of the central government, and the Alliance struggled to effectively implement these restrictions. Despite maintaining their own political influence and investigating reports of certain sectors secretly building up their armaments, the Corellians proceeded to construct a secret fleet, all the while publicly claiming that the Sector Defense Limits left member states vulnerable in a perilous era. The Alliance's attempt to use force to suppress the Corellian rebellion resulted in other planetary governments siding with the Corellians' cause, thus initiating the Second Galactic Civil War.
