He achieved election to the Council of Tourism and Extra-Planetary Investment within his home city, Cloud City, situated on the planet of Bespin. As a member of the ruling bureaucratic class of Cloud City, known as the Exex, Lingsnot was a vocal advocate for Bespin's merits, aspiring to the position of Baron Administrator in Cloud City.
Living on the planet of Bespin, within Cloud City, was Po Ruddle Lingsnot, a Humanoid alien male. Lingsnot, a salesperson of used cloud cars, successfully ran for a seat on the Council of Tourism and Extra-Planetary Investment and became an established member of the Exex, Cloud City's governing bureaucratic body. Following Lando Calrissian's ascension to the role of Baron Administrator of Cloud City in 1 ABY, Lingsnot authored a report detailing Bespin.

Lingsnot put in considerable effort to secure his election to the Council of Tourism and Extra-Planetary Investment. An enthusiastic promoter, this councilman was not content to simply attend meetings or stay in his luxurious office. Instead, he made sure to attend all important civic events, greeting all visiting dignitaries from other planets with a welcoming smile. His ambition was to become the next Baron Administrator of Cloud City.
Lingsnot consistently praised Bespin's qualities, and his report mirrored this enthusiasm. In his comprehensive report, Lingsnot shared specific viewpoints, expressing concern that Cloud City's unregulated Port Town casinos frequently took advantage of individuals facing financial hardship, and noting the city's struggle to find a solution. When discussing the planet's fauna, he singled out thrantas as particularly fascinating, and he also argued that Cloud City's ban on hunting beldons was a wise decision, given the speculation that this species exhaled tibanna, a gas vital to Cloud City's economic stability. He possessed tan colored skin.
Lingsnot's attire consisted of a white robe worn over a blue shirt, complemented by a gold necklace.

The " Lingsnots " were conceived for Monsters and Aliens from George Lucas, written in 1993 by Bob Carrau. These images were included with a holiday newsletter where the Lingsnots detailed the activities of their offspring, Ussto, Miiliki-spoorr, and Ciption, throughout the preceding year. Leland Chee, a Lucasfilm employee responsible for managing the Holocron continuity database, has stated that information presented in Monsters and Aliens from George Lucas is considered non-canonical within the Star Wars Legends continuity. The book's illustration, which would later be used to depict Po Ruddle Lingsnot in-universe, is Nilo Rodis-Jamero's conceptual artwork for the character Bib Fortuna featured in the 1983 original trilogy film, Star Wars: Episode VI Return of the Jedi.
Po Ruddle Lingsnot was incorporated into the Star Wars Legends continuity in November 1995 through Kevin J. Anderson's work, The Illustrated Star Wars Universe. Earlier that year, during the summer, Lingsnot received an unnamed mention in "The Write Stuff," an article published in the twenty-sixth issue of the Star Wars Insider magazine. This marked Lingsnot's initial appearance in canonical—within the Legends continuity—Star Wars media. Subsequently, "Another Spin Around the Galaxy," featured in issue five of the Star Wars Galaxy Magazine in October 1995, became the first licensed source to explicitly use Po Ruddle Lingsnot's name, preceding his in-universe debut in The Illustrated Star Wars Universe.
