Philap Bygar was a male human who held the rank of general within the Rebel Alliance's High Command during the Galactic Civil War. In the year 3 ABY, he was stationed at the High Command's Echo Base on the planet of Hoth. At this base, he extended a greeting to members of the Alliance's 61st Mobile Infantry, also known as Twilight Company, who were there escorting Governor Everi Chalis, a defector from the Imperial forces. Bygar made sure to praise the unit for all they had accomplished.
When Hazram Namir, the First Sergeant of Twilight Company, got into an altercation at the base, Bygar reprimanded the soldier but chose not to inform Micha Evon, the captain of the company. Shortly afterward, the Galactic Empire invaded the base, leading to the Alliance's dispersal. Bygar died during the attack. His death was later communicated to Namir when he made contact with a rebel relay station.

During the Galactic Civil War that pitted the Rebel Alliance against the Galactic Empire, Philap Bygar functioned as a general within the Alliance High Command. In 3 ABY, he found himself stationed at Echo Base, the High Command's clandestine facility situated on the planet Hoth. This location served as the venue for a significant strategy conference organized by the High Command. Among those invited was Everi Chalis, a former Imperial governor and a representative to the Imperial Ruling Council who had switched her allegiance to the Alliance's 61st Mobile Infantry, more commonly known as Twilight Company. Accompanied by three armed rebel soldiers, Bygar met Chalis upon her arrival. Chalis, restrained with stun cuffs as per the High Command's stipulations, was escorted by Micha Evon, the captain of Twilight Company, along with First Sergeant Hazram Namir and the rebel soldiers Roja and Beak.
Bygar began by introducing himself to the members of Twilight Company and then focused his attention on Chalis, acknowledging her past work as an artist and her involvement with the Imperial Ruling Council. When Chalis drew attention to her stun cuffs, the general reassured her that the Alliance was a believer in the possibility of redemption. Bygar went on to commend Twilight Company for their ability to survive difficult assignments, specifically mentioning the times the company had been deployed to the astronomical locations of Praktin and Blacktar Cyst. After expressing his appreciation for the group's service, Bygar then informed Chalis and Evon's escort that they would be put to work, adding that the best the Alliance members could do with respect to spending time on Hoth was to try and make the conditions there "livable."

Two days later, Namir was involved in an altercation with Kryndal, a soldier from the Alliance Special Forces. The following morning, Bygar encountered Namir at the medical center, where he voiced his disappointment in the sergeant. The general further explained to Namir that Evon had not been informed of his behavior, which Namir appreciated. Despite this, Bygar, with the approval of the medical staff, still punished him by assigning the first sergeant to transport shipping crates from the hangar bays to the base's interior.
When Corwi Selgrothe, a holojournalist, arrived at Echo Base to document stories of the Rebellion, she reported to Bygar. He welcomed her and directed her to Toryn Farr, a communications officer, for a briefing. However, the next day, the Empire attacked the Alliance on Hoth. The Alliance was forced to flee, and High Command was scattered. Bygar himself died during the conflict. News of his passing reached Namir later that year when the first sergeant contacted a rebel at a relay station shortly before Twilight Company attacked the planet Sullust.
Philap Bygar was a male human characterized by his pale complexion, graying hair, and a prominent mustache. He harbored great expectations for Everi Chalis, the Imperial defector, and assured her of the Alliance's belief in the possibility of redemption. Bygar frequently complimented the members of Twilight Company and chose to keep Hazram Namir's misconduct a secret from his captain, Micha Evon.
While stationed on Hoth, Bygar wore a heavily padded jacket complete with a hood and bearing the rank insignia denoting his status as an Alliance general.
