Otoh Sancture, a prosperous Gungan community on the world of Naboo, was governed by Chief Gallo. This settlement was situated to the west of Paonga Lake. In the year 3000 BBY, carnivorous bursas, under the direction of the chieftain Boss Rogoe, obliterated it. This event occurred while Gallo was hunting nerfs in preparation for the yearly Sacred Feast. Gallo subsequently reconstructed the town, utilizing it as a base to assemble a small military to vanquish the bursas.
Otoh Sancture functioned as a Gungan fortified location on the planet Naboo. Its placement was within the Gungan Swamp, specifically on a peninsula situated just west of Lake Paonga. The settlement was naturally defended by cliffs and a waterway on three sides, with a woodland forming the fourth boundary. Prior to its destruction in 3000 BBY, the city comprised thirty-one prefabricated dwellings, a central hub for operations, seven lookout points, a food processing facility, a carbon refinement center, an animal breeding ground, and four agricultural areas. The original inhabitants of Otoh Sancture included several non-intelligent glurrg laborers, all of whom perished during the city's downfall.

During a conflict among the numerous Gungan factions in the year 3000 BBY, Otoh Sancture maintained a position of neutrality under the leadership of the affluent Chief Gallo. Consequently, Otoh Sancture evolved into a focal point for substantial trading, commercial activity, rumors, and espionage. Its geographic location to the west of Lake Paonga rendered it a crucial transit point and intermediary for all local tribes, generating considerable income for both the city and its residents. At some point during the fighting between the tribes, the city observed the annual Sacred Feast, a custom that mandated the Chief of each city to hunt and gather sufficient animals to sustain the entire village population. While Gallo was away procuring nerfs for the Feast, he overheard a resident's desperate plea for assistance. A group of bursas, sizable, somewhat sentient meat-eaters, had launched an assault, slaughtering all the inhabitants and glurrg workers, and razing Otoh Sancture. Gallo was deeply saddened by the loss of his people.
After wandering through the forest for a brief period, Gallo received information from a militiagung belonging to an opposing fighting force that the chieftain Boss Rogoe bore responsibility for the demise of Gallo's community. To honor the memory of those who perished at the hands of the bursas, Gallo eventually rebuilt the city in a new location, situated just east of the original site. This area was rich in nova crystals, minerals, sustenance, and trees—which could provide a source of carbon. These resources were deemed essential. He utilized the newly established settlement to enlist a small military unit, which Gallo employed to engage and overcome the bursa clan that had since established their nests within the ruins of the former city. Following the triumph at Otoh Sancture, Gallo proceeded to unite the Gungan tribes, thereby establishing the Gungan Grand Army, which he then deployed to conquer Rogoe.
Otoh Sancture is featured in the 2001 computer game Star Wars: Galactic Battlegrounds and its 2002 add-on, Star Wars: Galactic Battlegrounds: Clone Campaigns. The city meets its end during the game's inaugural Gungan campaign mission, entitled "Otoh Sancture," as part of a pre-determined event. Upon the city's reconstruction, the player assumes control over its development and the selection of buildings to be included. The city also garnered an entry in The Complete Star Wars Encyclopedia, released in 2008, where it is portrayed as an underwater stronghold, a depiction that contrasts with the terrestrial city depicted in the video game.
