During the Galactic War that raged between the Galactic Republic and the Sith Empire, Cipher Nine, a former operative of Imperial Intelligence, was tasked with a mission: to infiltrate the Star Chamber, which served as the headquarters for the clandestine group known as the Star Cabal.
During the time of the Cold War between the Republic and Empire, the Imperial Agent, designated Cipher Nine, was ordered to infiltrate the SIS team led by Ardun Kothe, posing as a defector. However, Kothe remained suspicious and employed a brainwashing technique on Nine, compelling the agent to follow his commands. Intriguingly, the code originated from the Empire, not the Republic. With assistance from Watcher X, Nine managed to break free, eliminating Kothe and securing the Shadow Arsenal that the former Jedi intended to use against the Sith Empire. Nevertheless, a member of Kothe's team, identified as Hunter, revealed his allegiance to a separate faction and deployed an Imperial bombing squadron to destroy the facility housing the arsenal, though the agent managed to escape.
Nine journeyed back to Dromund Kaas to confer with the Minister of Intelligence, who questioned how Kothe and Hunter possessed knowledge of the agent's brainwashing code. Consequently, the agent undertook the assignment of uncovering the identity of this third party, ultimately identified as the Star Cabal. The agent's investigation extended to Belsavis and Voss. The conspiracy responded by initially exposing Nine's identity to those with grievances against the agent, then embedding a virus within a holomessage to disable Imperial Intelligence's genetically enhanced Watchers, before leveraging their influence to dismantle the entire organization.
Utilizing his remaining authority, the Minister of Intelligence secretly gathered loyal members of Intelligence to locate the Star Cabal. He arranged for Cipher Nine to transfer under Lord Razer, who was commanding the battle for Corellia, where the Star Cabal had concentrated most of its resources. The conspiracy aimed to incite mutual destruction between the Republic and Empire, thereby eliminating both Jedi and Sith, paving the way for "ordinary" individuals to govern. Nine intentionally allowed capture by the conspirators and, under torture, provided false information that Imperial reinforcements, led by a Sith Lord, were en route to Corellia, significantly disrupting the conspiracy's strategy. The agent then escaped and staged their own death.
Nine met with the Intelligence flagship, Tenebrous, where the operatives had pinpointed the Star Cabal's headquarters within the Null Zone. The Minister personally instructed the Cipher agent to infiltrate the station, eliminate all conspirators, and retrieve their secrets to enable the Empire to pursue their remaining members not present on the station.

Nine successfully infiltrated the Star Chamber undetected. Discovering a concealed vantage point overlooking the conspiracy's meeting room, the agent observed the present conspirators, including Hunter and the Prince, the conspiracy's leader, engaged in a holoconference with unidentified holograms, discussing the disruption of their millennia-spanning plan. As Keeper worked to identify the holograms, Nine decided to proactively eliminate the conspirators, initiating the attack by firing upon the Prince. Hunter fled to activate the station's defenses, while the remaining conspirators were killed. Once the fighting ceased, the dying Prince revealed to Nine that the Jedi and Sith would forever rule the galaxy.
Keeper then informed the agent that she had identified several of the holograms and had fabricated a cover story for each target, exposing them to the Imperial Military, Korriban, and the bounty hunter guild. She assured that she would involve the Republic within the hour. Keeper then instructed Nine to locate the Star Cabal's database to uncover the surviving conspirators before her signal was jammed by Hunter. The conspiracy enforcer told the agent that killing the inner circle does not grant the Imperials access to their files and taunts his nemesis to chase him. Nine pursued Hunter, navigating the station's traps and battling its guards. Eventually reaching the station core, where the conspiracy's Black Codex was stored. Hunter declared that he would make his final stand and remarked that he never though an Imperial Cipher could threaten a thousand-year old conspiracy. Nine coldly called Hunter "a sick man with sick dreams", but the latter refused to believe it. The two spies engaged in a firefight, which Nine ultimately won. Mortally wounded, Hunter conceded defeat and requested one last favor from Nine, as "he" is revealed to be a she. Nine then executes Hunter before accessing the Black Codex. Suddenly, two Dark Council agents appeared, stating that the Dark Council has been aware of the Minister of Intelligence acting without authorization and will be dealt with. However, they acknowledged Nine's loyalty and request the Black Codex for the Empire's glory. Nine complied and handed over the data to them.
Cipher Nine subsequently reported back to the Minister aboard the Tenebrous. The latter expressed disappointment that his agent gave the Black Codex to the Sith, fearing that the information would be abused. He acknowledged that people like Nine will be put in charge of the new Sith Intelligence, whilst he, with luck, may retire gracefully, or else be executed.
Regardless, the Star Cabal was hunted down and eliminated, their aspirations for a "finer age" extinguished with them.
