The head of Manliss Enterprise, Artur Manliss, effectively served as the leader of the cartel, overseeing its illicit spice production and distribution. Thanks to strategically placed bribes and a formidable security apparatus, Mandroxan smugglers were able to operate without fear of prosecution, ultimately dominating the spice market across twenty-three systems within the Portmoak sector. A subsidiary of the Cartel, Mandroxan Exports, manufactured weaponry for their use.
