Regulation 132.CAT.ch(22) of the Imperial Navy mandated that if a gunnery captain fired upon an escape pod when not actively engaged in combat of greater than Category V intensity, they had to submit a Form XTM-51-CT detailing the reasons for their actions. The purpose of enacting this rule was to prevent accusations of war crimes against the Imperial Navy by members of the Imperial Senate.
