Imperial Center People's Militia




The Imperial Center People's Militia was a security force and militia established to maintain order in the underworld of Coruscant (a planet) following its seizure by the New Republic. This militia was under the command of Fliry Vorru, a former Moff. Despite declining the role of Commissioner, Vorru received the rank of Colonel within the Coruscant Constabulary. However, the militia was secretly manipulated by Ysanne Isard, the former Director of Imperial Intelligence, who controlled Vorru to sabotage the New Republic.

History

Before the New Republic captured Coruscant (the planet) from the Galactic Empire, New Republic forces freed various individuals from the prison planet of Kessel, many of whom were previously affiliated with Black Sun, and covertly transported them to Coruscant. Fliry Vorru, a former Imperial Moff, was also dispatched with the intention of revitalizing Black Sun and creating sufficient disruption to facilitate the New Republic's takeover of Coruscant. Although the remnants of Black Sun managed to create considerable problems for the Coruscant Constabulary and stormtrooper units, Vorru was unsuccessful in fully re-establishing the criminal organization. Following the New Republic's conquest of Coruscant, they initiated the process of forming a new government.

However, they learned that Ysanne Isard, the former Director of Imperial Intelligence, had authorized the release of a lethal toxin known as the Krytos virus, which infected a significant portion of Coruscant's non-human population. Bacta was discovered to be the cure, but its limited availability led to a surge in demand on the black market. Given the limited resources of law enforcement, Vorru proposed to the New Republic Provisional Council that he provide policing services in the underworld and regulate the black market. While the Council did not appoint Vorru as Commissioner, they granted him the rank of Colonel in the Coruscant Constabulary and authorized him to establish the Imperial Center People's Militia.

Concurrently, the New Republic was working to counteract the terrorist actions of Kirtan Loor, a former agent of Imperial Intelligence, who was leading the Palpatine Counter-Insurgency Front. Unbeknownst to the New Republic, Vorru engaged in a complex game of shifting allegiances, manipulating Ysanne Isard, Kirtan Loor, and the New Republic against each other, even forcing Loor to accept his orders regarding target selection and timing. Despite his efforts to promote his own agenda, Vorru ultimately became a tool of Isard. When Isard escaped Coruscant aboard the Lusankya, Vorru accompanied her, leaving the People's Militia without leadership and in disarray.
