This sprawling structure was designed with an intricate, labyrinthine layout, encompassing numerous expansive assembly halls alongside thousands of smaller conference rooms and administrative suites. Entry was limited to councilors, their support personnel, and authorized governmental employees. Individuals not belonging to these groups were required to secure authorization from the main reception area before entering.
