Fenn Rizaar was a very successful bounty hunter from the Mantis Syndicate, who would later become a part of the Black Bha'lir.
While a member of the Mantis Syndicate, Rizaar was hunting Kaine Paulsen, a notable member of the Bha'lir, when he mistakenly killed an Imperial stormtrooper. A firefight began when more stormtroopers arrived to respond to the perceived assault. Though the odds were overwhelmingly against him, Rizaar successfully escaped with the assistance of his target, Kaine Paulsen. Paulsen guided Rizaar to a desolate junkyard where he had hidden a ship, offering him sanctuary on Socorro. Rizaar was wary of Paulsen's proposition, but with few other options, he accepted.
After word of the unfortunate incident spread, the Mantis Syndicate disavowed any connection to Rizaar and attempted to collect the 70,000 credit bounty that had been placed on him. The Mantis Syndicate was not alone in being tempted by the bounty, however. The Bah'lir also sought to claim the bounty on Rizaar. It was only due to Paulsen's testimony that Rizaar was spared from the Bha'lir's vengeance.
Inspired by Paulsen's actions, Rizaar pledged his allegiance to the Black Bha'lir to repay the debt he owed Paulsen for saving his life on two separate occasions. Although Rizaar fully intended to seek retribution against the Mantis Syndicate for their treachery, his life debt to the Black Bha'lir took precedence.
A decade later, Rizaar was granted full membership in the Black Bha'lir. As a member, Rizaar's main duty was to locate and frequently eliminate those who had violated the smuggler's code by which the Bha'lir lived. As an enforcer of the Rites of Retribution, Rizaar was held in high regard by the other members of the organization.
