As a male Human diplomat in the service of the Galactic Alliance, Elyas Caran played a role in events following the Second Galactic Civil War. In the year 43.5 ABY, he was dispatched to the planet of Mon Calamari with the task of escorting former Admiral Cha Niathal to Coruscant for a trial related to her alleged dereliction of duty during the aforementioned war. However, upon Caran's arrival, it was discovered that Niathal had ended her own life. Caran subsequently reported Niathal's death to Natasi Daala, the Chief of State of the Galactic Alliance, who then instructed him to transport Niathal's remains to Coruscant for a funeral.

Following the Second Galactic Civil War, Natasi Daala, the Chief of State of the Galactic Federation of Free Alliances, made the determination that retired Admiral Cha Niathal should face a trial. This trial was intended to demonstrate that the Galactic Alliance government was applying equal treatment to military officials, mirroring their approach to the Jedi Luke Skywalker, who had been tried for a similar offense. As such, in 43.5 ABY, Daala tasked Elyas Caran, a male Human diplomat, with traveling to the planet of Mon Calamari and bringing Niathal back to Coruscant, the galactic capital, to stand trial.
Upon Caran's arrival on Mon Calamari, he was greeted not by Niathal herself, but by Niathal's assistant. The assistant proceeded to inform Niathal of Caran's presence, only to discover that the former Admiral was already dead, having taken her own life. Caran then used a holocomm to send a message to Daala's aide, Wynn Dorvan, indicating the urgency of his communication for Daala. Dorvan subsequently brought the Chief of State to the comm center within the Senate Building's to receive the transmission. During the transmission, Caran informed Daala of Niathal's suicide, explaining that the Mon Calamari had introduced a carbon monoxide gas line into her water tank, resulting in a painless death. Caran also revealed the existence of a suicide note left by Niathal, which Daala instructed him to read aloud. After Caran recited the note from memory, Daala ordered him to transport Niathal's body to Coruscant for a funeral.
Elyas Caran expressed regret regarding Niathal's suicide and demonstrated empathy towards Daala when reporting her death. He was able to accurately recall Niathal's suicide note from memory, after which he became notably pensive. Caran possessed a slender and elegant physical appearance, characterized by refined features and jet-black hair that he dyed.
Elyas Caran's initial, brief appearance occurred in Fate of the Jedi: Backlash, a novel penned by Aaron Allston. This book is the fourth installment in the nine-part Fate of the Jedi series, and it was released on March 9, 2010.
