Elena Shelvay functioned as an operative within the Imperial Security Bureau, and she was also the sibling of Corwin Shelvay.
Following the violent deaths of the Shelvay family, perpetrated by High Inquisitor Antinnis Tremayne, Elena was abducted and subjected to a program of re-education by the Imperial Security Bureau. This re-education involved brainwashing, leading her to falsely accuse her brother of causing her family's demise because of his Jedi instruction. This caused her to be emotionally fragile, but even with this, she was a skilled and committed ISB agent. Her devotion to the Empire facilitated her swift advancement within the Imperial structure, and she ultimately became an assistant to Moff Abran Balfour.
