The Dwelling Circle existed on the world of Kegan, a planet. A significant number of Keganites resided inside this Circle. Similar to the majority of Circles found in Kegan's urban layout, it was linked to other Circles in a circular configuration that encompassed the Gathering Circle, situated in the middle of the city.
It is possible that the Dwelling Circle is simply an alternate designation for the Living Circle.
