Brooks was a technician of the male gender who was employed by Senate Support Services. Before Outbound Flight took off from Yaga Minor, the Office of the Supreme Chancellor dispatched him to perform work on the vessel. Being a friend to Dean Jinzler, he facilitated a meeting between Jinzler and his Jedi sibling, Lorana Jinzler, in the mess hall aboard Outbound Flight. Having just completed repairs on a faulty line network, he approached Jinzler to suggest a possible connection to Dean. Upon the Jedi's declaration of unfamiliarity with her relatives, he summoned Dean and introduced him to the Jedi. When Dean subsequently disclosed his familial relationship with Lorana as her brother, Brooks, taken aback by this revelation, excused himself from the discussion.
